Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Immense energy is devoted on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capacity afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
